Paragon GE is looking for a Head of Drilling Engineering for a staff position with an E&P company in the UAE.

Candidates must have a minimum 15 years of experience in offshore drilling, completion and workover operations and engineering, including at least 5 years of experience in an engineering supervisory role.

Job Purpose
  • Guide and direct engineering activities related to the planning, design and execution of Drilling, completion and Workover operations.
  • Ensure that consistently high standards of engineering and planning are applied to Drilling, completion and workover operations in order to safely meet well objectives at minimal cost.

Duties & Responsibilities

Technical: Ensure application of Engineering best practices in planning Drilling, Completion and Workover activities.
  • Review well recommendations and objectives for clarity and feasibility.
  • Ensure that adequate Drilling and Completion Engineering input is provided during the conceptual stages of well planning and design.
  • Establish measures of success for Drilling, Completion and workover programs.
  • Identify potential technical challenges or problem areas in the well plan and recommend preventive or remedial measures.
  • Review and endorse well designs and work programs.
  • Initiate and manage feasibility studies aimed at resolving Drilling problems and or improving performance
  • Identify applicable engineering standards and industry best practices for incorporation into the well program.
  • Ensure that process improvements, new technologies and other means of improving operations are communicated and successfully applied in the field.

Control: Policy, procedure and risk mitigation.
  • Ensure compliance with company HSE standards and statutory requirements during the well engineering process; identify and develop opportunities to engineer safety hazards out of well operations.
  • Ensure that risk assessments are performed for key phases of the well program.
  • Contribute to the development and implementation of policies, procedures and best practices designed to maximize the safety, cost-effectiveness and efficiency of drilling, completion and workover activities.
  • Maintain compliance with guidelines and requirements regarding the gathering, quality control, maintenance, storage and retrieval of technical data.
  • Ensure compliance with and proper application of company procedures and internal regulations, including those pertaining to confidential information, and recommend updates as needed.
  • Ensure that Drilling Engineering planning and scheduling systems are implemented and kept up-to-date.

Strategy: Coordinate Drilling and Workover strategies with overall company business objectives.
  • Establish the scope of work for Drilling, Completion and Workover programs based on objectives set forth in the Field Development Plan.
  • Contribute to the preparation of the annual Drilling Department plan to ensure that resource requirements and work programs are adequately addressed.

Liaison and coordination.
  • Liaise with Drilling operations team to identify requirements for equipment, materials and services, and to coordinate scheduling of well operations.
  • Review well work program with sponsoring Department and propose modifications or amendments where needed.
  • Maintain effective and proper working relationships with contractors and service companies to ensure that company requirements are understood and met in terms of expected standards of quality and performance.

Reporting: Prepare reports in support of department activities.
  • Review department reports for completeness, accuracy and adherence to required standards.
  • Provide reports and presentations to internal and external stakeholders as required.
  • Provide management with drilling input for making field development decisions.

Coaching, Training and Mentoring: Actively contribute to the development of staff.
  • Support department staff in meeting needs for employee training, development and skill gap closure.
  • Coach employees in order to build their knowledge and skills.
  • Mentor staff to ensure appropriate succession management.
  • Motivate employees by encouraging, recognizing and rewarding superior performance.

Job Factors     
Minimum Education Level Required
Bachelor’s Degree in Petroleum or Mechanical Engineering          

Certificates: IWCF 4

The minimum years of experience required (All qualification listed Must be job related)             
Minimum 15 years of experience in offshore drilling, completion and workover operations and engineering, including at least 5 years of experience in an engineering supervisory role.
