Paragon GE is looking for a Government Affairs Representative (LOCAL) for a position with an Oil & Gas company in Equatorial Guinea.  

Position Title: Government Affairs Representative (LOCAL)
Contract Type: Staff

Location: Equatorial Guinea

GENERAL SUMMARY
Manage all tasks related to the Company’s dealings with the EG government to ensure that company’s government relations are managed in a positive manner and that governmental actions do not adversely affect the company’s Business.

GENERAL DUTIES / RESPONSIBILITIES
  • Host representatives from different Government of Equatorial Guinea (GoEG) Ministries.
  • Represent company’s interests at GoEG meetings and written communications.
  • Promote the company’s Business and Business principles (e.g. Ethics and Compliance) to the GoEG.
  • Represent company in Commercial discussions and negotiations with GoEG representatives and Partners.
  • Coordinate and attend meetings with members of government: Ministers, Vice Ministers, Secretary General and Director General of MMH, and Heads of Departments.
  • Make notes and provide meetings summaries for the company Management.
  • Act as an interpreter for company management at GoEG meetings (Spanish to English & English to Spanish)
  • Receive government delegations and give speeches to the visitors, organize and/or conduct tours for the Plant Facilities, AMPCO and EGLNG.(English or Spanish, sometimes in French, depending on the visitors)
  • Maintain relationships with GoEG Customs and seek resolution of problems that emerge that impact company with the imports/export of materials.
  • Receive government delegations and give speeches to the visitors, organize and/or conduct tours for the Plant Facilities, AMPCO and EGLNG.(English or Spanish, sometimes in French, depending on the visitors)
  • Support Global Performance System (GPS) process by personal involvement in activities to enhance performance in Health, Environment, and Safety, Corporate Social Responsibility and Ethics & Compliance polices.
  • An active participant in one, or more of the Emergency Response Teams, e.g., EOC.
  • Support Integration efforts by personally committing to actively participate in the mentoring and coaching activities designed to enhance the skills, competencies, and performance of the National employees working in your assigned area of responsibility.
  • An obligation to render services in the position with the Company under the terms and conditions set forth in this Job Scope Description and to carry out the functions that the Company entrusts to him/her at any given time.

Additional or other duties will be assigned from time to time by the line manager or supervisor as required to meet business needs including personal training and development assignment opportunities.

Your Job Description will be reviewed periodically to meet the needs of the Business.

SPECIFIC DUTIES / RESPONSIBILITIES
  • Support the Government Affairs manager and represent him in any matter related to any government institution, especially when it comes to the: -
    • Ministry of Mines and Hydrocarbons
    • Ministry of Electricity and Renewable Energy
    • Ministry of Health
    • Ministry of Finance
    • Customs Agency
  • Support the Government Affairs manager and represent him in any matter related to our partners: -
    • Sonagas
    • GEPetrol
    • Chevron
  • Advisor to the Commercial Advisor and Liaison Manager to provide support in any matter related to the government, legal and commercial.
  • Support the External Affairs department as needed with any matter related to the following areas with special emphasis on:-
    • Corporate Social Responsibility
    • Visa and Permits
  • Support the Supply Chain department as needed in any matter related to any government institution.
  • Maintain relationships with GoEG Customs and seek resolution of problems that emerge that impact company with the imports/export of materials.
  • Support the travel and the transport groups in any matter that may arise with any government institution/official during their day-to-day operations.
  • Represent company in Commercial discussions and negotiations with GoEG representatives and Partners.
  • Represent company’s Business interests and Business principals at Government meetings with special emphasis on OpCom, TCM’s and AGM’s.
  • Maintain relationships with industry counterparts to ensure common understanding on general industry items.
  • Work with Supply Chain and F&A to get international vendors registered at the MMH.
  • Work with Compliance and Supply Chain in the due diligence process set to review government official’s ownership in any third party intending to do business with company.

EDUCATION, SKILLS AND EXPERIENCE
Academic:           Bachelor degree

Additional Training:         Driver’s license

Related Work Experience:
  • 3-4 years’ work experience involving management, Government Affairs, Public Relations, Legal or other relevant field.
  • Strong negotiating and influencing skills.
  • Strong oral and written communication skills in English & Spanish

Computer Skills:                MS Office

Language Skills: Advanced English, Spanish or French, Spanish preferred
