Paragon GE is looking for a Head of Drilling Support for a staff position with an E&P company in Dubai, UAE.

Candidates must have a minimum 15 years of experience in offshore drilling, completion and workover operations and engineering, including at least 5 years of experience in an engineering supervisory role.

Job Purpose

  • Guide and direct support for Drilling operations, focused on performance, equipment planning and well delivery process. 

  • Guide and direct administrative activities including government, corporate and departmental requirements. 

  • Guide and direct Procurement activities.


Responsibilities
Technical: Provide support to the Drilling, Completion and Workover activities.

  • Ensure that process improvements, new technologies and other means of improving operations are identified and successfully deployed in the field.

  • Establish performance monitoring framework, monitor drilling performance and issue reporting. 

  • Monitor contractor performance.

  • Issue EOIs, RFQs, CFTs as required and ensure operational timelines are met by starting processes on. 

  • Prepare and issue update reports, liaise with Procurement Department and work with stakeholders as required. 

  • Ensure bid lists are prepared and suitable vendors are pre-qualified in time for procurement processes to start on time. 

  • Ensure Technical Evaluation Reports are completed and submitted within the required timeframe. 

  • Conduct regular Field and rig visits.

  • Ensure adherence to the Incident Investigation Guidelines and prepare reports as required.

  • Act as a member of incident investigations. 


Control: Policy, Procedure and Risk Mitigation.

  • Contribute to the development and implementation of policies, procedures and best practices designed to maximize the safety, cost-effectiveness and efficiency of Drilling, Completion and Workover activities.

  • Maintain compliance with guidelines and requirements regarding the gathering, quality control, maintenance, storage and retrieval of technical data.

  • Ensure compliance with and proper application of company procedures and internal regulations, including those pertaining to confidential information, and recommend updates as needed.

  • Identify applicable engineering standards and industry best practices for incorporation into the well program.

  • Track adherence to Well Delivery Process and provide facilitation and mentoring as required.   


Strategy: Coordinate Drilling and Workover strategies with overall company business objectives.

  • Prepare, monitor and report department KPIs.

  • Ensure score cards established for team and follow up / report implementation. 

  • Contribute to the preparation of the annual Drilling Department plan to ensure that resource requirements and work programs are adequately addressed.

  • Conduct equipment mapping against Drilling schedule, ensuring equipment availability of primary and contingent equipment.

  • Ensure call-off orders are placed in time.  Conduct regular updates and report critical issues promptly.

  • Implement quarterly performance reviews with all contractors. Address quality concerns with vendors.

  • Prepare annual Drilling budget and prepare updates as required. 


Liaison and coordination.

  • Monitor and report submission of Well Applications to ensure submitted on time in compliance with regulations.

  • Monitor and report on submission of End of Well Reports are prepared and submitted within the necessary timelines in compliance with the PSA.

  • Establish a TN correspondence tracker and ensure all drilling related TN correspondence is responded to in a timely fashion. 

  • Prepare and present TN presentations. 

  • Liaise with Drilling operations team to identify requirements for equipment, materials and services, and to coordinate scheduling of well operations.

  • Establish close working relationship with Heads in order to implement a seamless effort and avoid misalignment between engineering, support and operations.

  • Initiate meetings as required to ensure alignment.

  • Act as focal point for internal and external audits and coordinate for efficient response to queries and implement/track/report close out of audit findings.

  • Act as focal points to address corporate requirements including IMS, Risk Assessments, governance, compliance, business risk, business continuity etc. 

  • Coordinate for all EIA/EPPs to be completed on time and kept up to date as required, including monitoring adherence to the waste management plan. 


Reporting: Prepare reports in support of department activities.

  • Review department reports for completeness, accuracy and adherence to required standards. 

  • Provide reports and presentations to internal and external stakeholders as required.

  • Provide management with drilling input for making field development decisions.


Coaching, Training and Mentoring: Actively contribute to the development of staff.

  • Support department staff in meeting needs for employee training, development and skill gap closure.

  • Coach employees in order to build their knowledge and skills.

  • Mentor staff to ensure appropriate succession management.

  • Motivate employees by encouraging, recognizing and rewarding superior performance.

  • Prepare and monitor departmental training plans.
