Paragon is searching for an Operations Manager for our client, an Oil and Gas Operating company in Egypt.

This position is only open to local candidates and is a staff role that will be office based in Cairo with visits to site.

The ideal candidate will have 15+ years of operations management experience and have extensive experience with other E&P operations in other countries.

Candidates must have experience of working in a JV and Egypt experience is required.

The primary responsibility is to ensure that all company production, drilling, maintenance, construction and logistics operations are performed in a safe and efficient manner consistent with good oil field practice.

Responsibilities:
  • Ensure, enhance and support HSSE policies and ensure they are adhered to. Collate, analyse and report the in country HSE metrics.
  • Assist in all corporate ESG, HSE, Sustainability etc. reviews for the Egypt assets.
  • Regularly review and improve upon HSE policies in conjunction with the HSE Manager.
  • Ensure operational integrity (PSM) of the operated assets meets international industry best practices.
  • Ensure the production, drilling, logistics, maintenance and project operations are staffed appropriately and possess the required competencies for their positions. Ensure a robust staff assessment and competency evaluation process is in place.
  • Ensure there are comprehensive formalized training programs in place to ensure competencies of personnel.
  • Ensure facilities are operated as per designed operating procedures, including Management of Change provisions.
  • Ensure there is a robust maintenance system of the operated facilities in place. Corrective and Predictive Maintenance plans should be functional and working successfully.
  • Manage interactions and follow-up on third-party contracts with vendors. Assist with improving the aging payables position and EGP payment when required.
  • Manage and oversee the produced crude transfer and accounting to ensure full revenue benefit.
  • In conjunction with the local SCM ensure the sparing and inventory system is efficient.
  • Ensure there is an adequate corrosion monitoring and mitigation program.
  • Ensure there are adequate SIMOPs plans in place to coordinate and govern production, construction and drilling operations, and that such procedures are fully understood and operated as required.
  • Ensure that the SMS (Safety Management Plan) is implemented/audited for each operating asset.
  • Establish and rigorously adhere to criteria for contractor/staff selection and hiring process.
  • Prepare annual Operating Expense budget and then be accountable for managing it to ensure operations are carried out on time and to budget.
  • Provide operational input for future project design. Prepare operating cost and schedule estimates. Prepare organizational requirements for future projects.
  • Update company weekly on our in-country operations and HSE performance.
  • Update company weekly on our daily production volumes and ensure all reports are consistent.
  • Work in an integrated manner with the Company and JV technical teams. Follow an integrated work plan to ensure efficient and coordinated work plan activities.
  • Travel to the field location for coordinating meetings and perform work site audits/inspections to evaluate operational integrity and enforce good oilfield practise and HSE standards.
  • Ensure there is a strong leadership presence in the field by making routine visits to the field and mentoring the field team.
  • Perform any other task that may reasonably be requested from the reporting line manager.
  • Responsible in communicating and reinforcing the HSE program for a safe operating environment especially in the field with our field management, contractors and front-line workers.
  • Assists in updating the SMS program (Safety Management System).
  • Maintains excellent attendance and punctuality. Willing to work long hours and weekends if the job demands.
  • Provides a strong leadership position to ensure that company’s interests/values are maintained and enhanced within the organization. Promotes company values and achievements in country.
  • Leads the Incident Management Team.
  • Is an active member of the ERT (Emergency Response Team)
  • Provides support and leadership to the GM in all facets of the operations.
  • Carry the Delegation of Authority when GM is not available or out of office.
  • Act as the focal point and liaison between the JV Cairo office and the field to ensure all operational requirements are met and carried out safely, promptly, and economically. Ensures excellent communication between the field, Cairo and international operational management and teams.
  • Ensure that oil production targets are achieved, and that production is increased on time and on budget as per the agreed development plan.
  • Develop and monitor operating expenditure budget for operational departments ensuring corrective action is carried out as required.
  • Recommend and supervise methods of safely increasing production within the budget and operational constraints.
  • Ensure that all field operations are carried out to facilitate the optimization of oil production.
  • Interrogate all facets of the production operations through a choke model approach to maximize production efficiency without incurring significant Capex. Identify field operational solutions that will improve productivity and ensure that these solutions are implemented safely and in a timely manner.
  • Develop policies and procedures to ensure all work is carried out safely adhering to the best international oilfield practices.
  • Ensure the oil field workforce strictly follow environmental regulations and safety measures.
  • Creates and oversees the implementation of tools utilized in the field with the aim of enhancing operational effectiveness.
  • Create and track the core metrics necessary,  monitor performance and to drive the advancement of field operational activities.
  • Ensure all operational data is accurately and promptly reported to management.

Essential Experience and Skills Required:
  • +15 years of experience as an operations manager
  • Strong knowledge of maintaining aging infrastructure and equipment in the onshore oil and gas sector
  • Ability to identify, analyse, prepare risk mitigation measures
  • Strong verbal and written communication skills
  • Strong interpersonal skills and cultural awareness working with a predominantly Egyptian workforce
  • Excellent mentoring skills to ensure knowledge and best practises are carried out by the operation managers reports, workers and contractors
  • Excellent time management and organizational skills along with active listening skills
  • Must be a team player and able to work with individuals at all levels of the organization and all levels of competence
  • Ability to influence others and move the company towards a common goal and vision in line with company’s goals and vision
  • Strong leadership skills including problem solving and root cause identification skills. Passing on these learnings effectively to the JV management and professionals
  • Define and measure success metrics and monitor change processes
  • Familiarity with project management approaches, tools and phases of the project lifecycle. Effective cost-time scheduling of operational tasks, drilling programs and projects.
