Paragon GE is looking for a Senior Contracts Engineer- Drilling for a staff position with an Oil & Gas company in the UAE.

Candidates must have a minimum 12 years tendering, contract preparation and administration experience, in which 10 years within the upstream oil and gas industry. Candidates must have extensive experience with contracts for drilling activities.

Job Purpose      
  • Propose most appropriate contractual instrument to Head / Manager, based on the type of works, service or material required.
  • Support Head of Contracts for assisting internal stakeholders on all contractual transactions.
  • Perform a variety of tender and contract related duties for the cost-effective procurement of works, services and materials to bring value to the company.

Duty or Responsibility
  • Tendering Contract Formulation and Contract Administration: Provide an efficient cost-effective value added contracting service for the materials and services.
  • Select the most appropriate type of contractual instrument and contractual provisions relevant to the scope of work and the type of service or material required.
  • Select bidders to ensure the best resources, positive response, real competition and fair opportunities to the companies prequalified with company.
  • Prepare call for tender, contract and service order packages ensuring that technical specifications are clear and the commercial terms and legal provisions are sufficiently robust to safeguard the company’s interests.
  • Analyze and evaluate the different technical, commercial and legal aspects of tender submissions, obtain clarifications when necessary, optimize all factors, prepare a technical commercial evaluation, select the best offer and recommend for award.
  • Prepare award notice and relevant contractual document, obtain necessary approvals in accordance with company Contracts Policy, applicable procedures and Financial Authority Manual and arrange for contract signature.
  • Support the Contract Administer to resolve contractual problems, analyze claims submitted by contractor, prepare company claims and progress until contract closeout.
  • Ensure each contract is properly closed out and documented at contract conclusion.
  • Preparation of Negotiation Strategy and settlement of claims.
  • Input Call For Tender and contract information into the company’s ERP system, perform
  • ongoing update and data maintenance activities necessary to generate tenders and contracts monthly report.
 
Policy Compliance and Risk Mitigation: Provide an insight support on company control matters and mitigate the risks.
  • Ensure implementation of Contracts policies and procedures are compiled on all the CFT processes.
  • Ensure compliance with financial approval authority limits defined in the Financial Authority Manual and Business Ethics and Code of Conduct.
  • Support Head of Contracts in commercial negotiations with vendors to obtain improvements in achieving best value for money, as per the contract Policy.
  • Ensure appropriate documents, formats are followed as per IMS guidelines.
  • Participate in meetings for new tenders to identify various risks associated to the CFT and suggest mitigation strategy.

Liaison and coordination: Provide contract process and procedure guidance and insight to internal and external parties.
  • Seek advice from Head of Contracts on tender strategy and risk mitigation measures for new CFTs.
  • Liaise with user departments to formulate and present the best tendering or contracting strategy and prepare supporting Tender Board memos.
  • Liaise with country manager in drafting the appropriate recommendation memo to State Agency.
  • Coordinate with concerned internal stakeholders to ensure that contracts are legally enforceable.
  • Coordinate with concerned departments during tendering phase and at award of contract to ensure proper coordination of contracting activities.
  • Review and provide guidance to internal stakeholders during CFT process, including tendering clarifications, contract negotiation, finalization and award processes.
  • Liaise with finance division and internal and external stakeholders on all matters related to cost and settlement of payments related to CFT process.
  • Maintain business association with contractors’ representatives during tendering, tender
  • clarification, contract award and contract finalization.

Reporting: Prepare reports in support of contracting activities.
  • Generate tenders and contracts monthly report.
  • Provide input to the Contracts Section weekly and monthly reports.
  • Provide input to the Contracts Section Management Information System reports.

Job Factors
Minimum Education Level Required      
Bachelor Degree in Engineering or Science or Equivalent Certificate: CIPS or CILT or ISM Member or Masters in Management
